What is the current mechanism of getting the outcome of discussions? https://github.com/openssl/openssl/pull/27728 is an example of the issues having the corresponding label.

I'm not sure I'm aware of any explicit documented method for resolving items with that label (perhaps it was intended as a marker for OTC discussions?). In either case it seems like, at least currently, the appropriate solution would be for issues with that label to get a corresponding thread here, with a poll to determine the outcome. At least in my view.

Ideally the topic should be discussed so a reasonable consensus is reached among the people participating in the discussion. Of course it might happen that the consensus is not reached. In such case a broader community should be reached to progress the discussion further. The directors of the Foundation and the Corporation are the last instance for decisions but I hope it will actually never need to reach that far.
