Organizational - commenting in other communities

I've got an impression that only members of the community have an option to leave comments in the particular community. I'd better separated voting permissions (for delegates) and commenting permissions (for basically everybody). WDYT?

After some feedback by Rob from Loomio may I perhaps re-phrase the question by @Dmitry Belyavsky both in actionable "Loomio config" terminology as well as OpenSSL "group membership" terminology: What about making actual OpenSSL Committers "Delegated Voters" in the Committers community all the while permitting other interested parties --with a view relevant to that Community-- to join that Community too just to be able to comment --within the context of that Community? Equivalent things could apply to all communities; e.g., everyone interested in research can join --and discuss with-- "Academics" but only faculty may be "Delegated Voters" there, etc.
