Removal of Deprecated Code Consensus reached from Community Representatives

The BAC community representatives have reached consensus on the removal of deprecated code. Not sure of next steps here but if OpenSSL (et al) decides to accept this recommendation, a timely formal announcement would be greatly appreciated.
