Do we need a maintainers' club

Dear colleagues,

I wonder how we can create a sub-community and establish some cooperation and representation beyond the voting procedure.

The only thing that comes to my mind is some sort of OpenSSL maintainers' club. Is it useful, should we also invite other communities (Large/Small business?) having their OpenSSL versions modifying upstream version, etc?
